Pradhan Mantri Sahaj Bijli Har Ghar Yojana – “Saubhagya” is a new scheme launched by the Prime Minister Shri Narendra Modi on 25th September, 2017 in New Delhi. The aim of this scheme is to ensure electrification of all willing households in the country in rural as well as urban areas. So by end of next year nearly four crore families in both rural and urban areas will be getting electricity for their houses.

What is the budget allocated for Saubhagya Yojana?

The total outlay for the project is Rs. 16,320 crore while the Gross Budgetary Support (GBS) is Rs. 12,320 crore. Out of which, the outlay for the rural area is Rs. 14,025 crore and the outlay for the urban area is Rs. 2,295 crore. Likewise, the GBS for the rural area is Rs.10,587.50 crore and the GBS for urban area Rs.1,732.50 crore. All the States and Union Territories will be provided with large funds on account of this Scheme from the Central Government. “Rs. 16,000 crore will be spent to bring a monumental change in the lives of the poor,” said Prime Minister Modi with regards to this, while launching the scheme.

What is the deadline to accomplish the goal?

All the States and Union Territories are given a target for the completion of household electrification work by the 31, December 2018.

How much does willing households need to pay for the connection?

Using the data from using Socio Economic and Caste Census (SECC) 2011, government will identify the beneficiaries eligible for free electricity connections. On payment of Rs. 500, un-electrified households who are not covered under the SECC data would also be provided with electricity connections under the scheme. This amount will be recovered by DISCOMs in 10 instalments through electricity bill.

How will this scheme be implemented?

Household survey will be undertaken through modern technology using mobile app to implement this scheme in a fast and smoother way. Application for electricity connection will be obtained from the identified beneficiaries along with the photograph of the applicant and his/her identity proof. With the collected information, registration will be done on the spot. The Gram Panchayat / Public institutions in the rural areas may be authorised to collect application forms along with complete documentation, distribute bills and collect revenue in consultation with the Panchayat Raj Institutions and Urban Local Bodies. The Rural Electrification Corporation Limited (REC) will remain the nodal agency for the operationalisation of the scheme throughout the country.
